New Board Members appointed to the Government Technology Agency

The Smart Nation and Digital Government Group (SNDGG) today announced changes to the Board of the Government Technology Agency (GovTech). These changes will come into effect from 1 October 2022.

Annex A: Bios of GovTech’s New Board Members
Ms Stacey Lacy | 利吴诗韵 (Member)
Ms Stacey Lacy is the Asia Pacific Chief Information Officer and Head of Operations & Technology at Citi. She is responsible for the delivery of client-focused initiatives, operations and technology, and shared services deployment for the bank across the institutional clients group, personal banking and wealth management businesses in the region. She has been in Citi for over 25 years, and has previously held various operations and tech roles within the bank.
Mr Liew Nam Soon | 刘南顺 (Member)
Mr Liew Nam Soon is responsible for business performance and client services in assurance, consulting, tax, strategy and transactions across 14 geographic markets. He has extensive consulting and industry experience in business strategy, technology transformation, governance, compliance and managed services, across Financial Services and Technology sectors. He works with organizations to create value through business and digital transformation, building ecosystems across industries and is also an advisor to boards.
Mr Shonn Mills (Member)
Mr Shonn Mills is Global Director at Ramboll. He has over 30 years of experience in the design and management of large building and masterplan infrastructure projects. He is a recognised expert in multiple engineering design disciplines, including leveraging smart technologies (automation, sensor & IoT, ICT Infrastructure, etc.) for sustainable design.
Mr Noah Pepper (Member)
Mr Noah Pepper is currently working on a new venture headquartered in Singapore, returning to his startup roots. He was most recently Head of APAC at Stripe overseeing business strategy and execution in the region, product and engineering teams across Singapore, Japan, and India. Before moving to Singapore, he managed Stripe’s Applications group including creation of products like Stripe Invoicing, Stripe Billing, and Stripe Capital. Prior to Stripe, Mr Pepper held product and engineering leadership roles at Twitter, which acquired the company Lucky Sort where he was co-founder and CEO.
Ms Vaishali Rastogi (Member)
Ms Vaishali Rastogi is the Head of BCG’s Global Technology, Media, and Telecommunications business. Previously, Ms Rastogi led BCG’s Southeast Asia business as Managing Partner, where she steered its expansion into digital, analytics and transformation practices, and doubled the size of the overall team. She has held several leadership positions at BCG, and was part of BCG’s Global Executive Committee responsible for the firm’s strategy and governance. She has served on the Asia management team, and was the co-leader for BCG’s sales work globally. She was also the Asia-Pacific leader for BCG’s Marketing, Sales & Pricing business.
